ADELANTE 2

Drawing on all the lessons learned from the implementation of the first phase, the European Union is launching ADELANTE 2, an innovative Triangular Cooperation Programme with Latin America and the Caribbean, whose key objective is to contribute to the fulfilment of the 2030 Agenda by strengthening regional cooperation initiatives.

ADELANTE 2 builds on the experience of the previous four years, focusing on the growing discussions on Triangular Cooperation at the international level. It aims to align with the best practices observed in the previous Programme and from the other partners, pursuing a more strategic approach and continuing to ensure ownership by Beneficiary countries, in order to foster inclusive and sustainable development.

In keeping with the principles of innovation, flexibility and a horizontal approach, the Programme will:

  • Serve as a demand-driven tool that will allow the European Union to mobilise targeted, flexible, rapid and tailor-made support to help Latin American and Caribbean countries in achieving the Sustainable Development Goals.
  • Seek to maximise the impact of different EU initiatives in Latin America and the Caribbean.
  • Contribute to fostering policy coherence for development and provide opportunities to strengthen strategic relations between Latin America and the Caribbean and the European Union in areas of mutual interest, thus enhancing the added value of European Union cooperation in the region.

 

Resource mobilisation through three pillars

In order to approach Triangular Cooperation from different perspectives, ADELANTE 2 is structured around three pillars:

  • Operational support component, through which the ADELANTE Triangular Cooperation Window European Union - Latin America and the Caribbean is coordinated.
  • Analytical support component, which seeks to develop analyses and studies in the field of Triangular Cooperation, in which work will be carried out jointly with the Ibero-American General Secretariat (SEGIB).
  • Institutional support component, which enables the development of bilateral Triangular Cooperation funds with certain countries in Latin America and the Caribbean.

Undoubtedly, the mobilisation of resources for ADELANTE 2 through these three pillars is yet another example of the European Union's commitment to strengthening its ties with Latin America and the Caribbean, a diverse region where multiple development realities exist side by side. It is precisely this diversity that makes the region a reference point for further exploring the potential for initiatives, the exchange of dialogue and harnessing best practices between the two regions. In this sense, ADELANTE 2 is an ideal framework for working towards achieving the 2030 Agenda and the SDGs, with a firm commitment to leaving no one behind through Triangular Cooperation.
