Bilateral mechanisms

The European Union's experience and lessons learned from the ADELANTE Programme and other regional programmes, as well as from other actors, demonstrate that engaging in policy dialogue with national authorities facilitates the smooth functioning of the triangular approach in several ways.

In the first place, it is a proven method of work in the region that facilitates relationships of trust between entities that extend beyond individual actions and enables future negotiations. Secondly, these entities tend to have a comprehensive approach to sectoral policies that allows for a better understanding of the institutional contexts in which projects are carried out, and facilitates intervention mechanisms in the event of difficulties that may arise during implementation. Lastly, it provides an understanding of the functioning of international institutions and local procedures.

In this spirit, the European Union is negotiating with various institutions in partner countries in Latin America and the Caribbean to create and participate in specific bilateral Triangular Cooperation mechanisms on a smaller scale. These funds must be co-financed and will be used to implement projects that offer innovative and targeted responses - with European added value - to the requests received from other countries in the region.
