Triangular Cooperation funds

The ADELANTE 2’s Institutional Support Component consists of six small - scale Triangular Cooperation funds that are used to implement projects in the Latin America and Caribbean region that offer innovative and targeted responses to the requests received from other countries in the region. The main objective of these Triangular Cooperation Funds is to contribute to the achievement of Agenda 2030 and Sustainable Development Goals.

The funds have been established with Brazil, Chile, Colombia, Costa Rica, Cuba and Uruguay for a total estimated budget of EUR 8.8 million, out of which the European Union contributes with EUR 5 million.

Germany, through the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ-Gmbh), and Spain, through the Spanish Agency for International Cooperation for Development (AECID), are the implementing partners of four of these funds.


Instrument for Trilateral Cooperation
Brazil - European Union - Germany

This fund allows financing Triangular Cooperation projects responding to the demands received by Brazilian entities from Latin América and Caribbean countries in the framework of Agenda 2030.


Common Fund for Triangular Cooperation
Chile - European Union

The main objective of this fund is to enrich, expand and diversify the partnership between Chile and the European Union, considering the challenges of the current health context and the international commitment to comply with the Sustainable Development Goals.

Chile and the EU join their efforts to promote triangular cooperation projects with a regional scope that favour the green recovery of Latin America and the Caribbean in a scenario of crisis generated by COVID-19.


Mechanism for Triangular Cooperation
Colombia - European Union - Germany

This fund allows financing Triangular Cooperation projects responding to the demands received by Colombian entities from Latin América and Caribbean countries in the framework of Agenda 2030.


Triangular Cooperation Fund
European Union - Costa Rica - Latin America and the Caribbean

This fund aims to address two challenges: a) ecological transition, green recovery and decarbonisation, b) digitalization and innovation.


Fund for Triangular Cooperation
European Union - Cuba - Latin America and the Caribbean

This fund aims to support the productive sector as well as the strengthening of institutional capacities, promoting an increase in technical cooperation from diverse angles such as research (which could reach the university level) and technical-professional education and training, as well as efficient public administration.

The Fund will facilitate the development of Triangular Cooperation projects, understanding these as those knowledge transfer activities aimed at improving the development conditions of both Cuba and third countries, favouring the creation of exchange networks, and horizontal collaboration between Cuba, Latin American, Caribbean and European institutions and counterparts.


Triangular Cooperation Project
Uruguay - European Union

The main objective of this fund is to contribute to the strengthening of the institutional capacities to face the consequences of Covid-19 in Latin America and the Caribbean and for the fulfilment of Agenda 2030.

Uruguay and the EU will join their efforts to promote triangular cooperation projects with a regional scope that will promote improvements in the design and the implementation of public policies in the area of the SDGs in targeted LAC countries. Therefore, the projects will be selected starting from the demands from other LAC countries of Uruguayan and European technical cooperation.
