REGIONAL PROGRAMS OF DG INTPA IN LATIN AMERICA AND THE CARIBBEAN

AL-INVEST

The AL-INVEST program is one of the most important international cooperation programs from the European Commission in Latin America. It began in 1994 seeking to bring European investment to Latin America and with time, seeing the realities that were found in the region, it changed to promote internationalization and to promote and encourage productivity in thousands of micro-small and medium-size companies (MSME´s) in Latin America.


BELLA

The BELLA Programme provides for the long-term interconnectivity needs of European and Latin American research and education communities. This is being achieved through two complementary and interdependent actions which will significantly enhance the ability of researchers and academics across to two regions to collaborate together.


COPOLAD

COPOLAD is a cooperation programme funded by the European Commission through EuropeAid, with a total budget of €10.000.000 and a time frame of 48 months starting from January 2016.The Programme is implemented between the Community of Latin American and Caribbean States (CELAC) and the European Union (EU) countries, helping to forge drug policies which are supported by objective monitoring instruments and based on reliable and effective strategies.


El PAcCTO

EL PAcCTO (Europe Latin America Programme of Assistance against Transnational Organised Crime) is an international cooperation programme funded by the European Union that seeks to contribute to security and justice in Latin America by supporting the fight against transnational organised crime. In its intervention, EL PAcCTO addresses the entire criminal chain from an integral perspective through its work in three components: police, justice and penitentiary.


EU-LAC REGIONAL FACILITY FOR DEVELOPMENT IN TRANSITION

The EU Regional Facility for Development in Transition for Latin America and the Caribbean (LAC) seeks to create open dialogue between Europe and LAC countries on the impact that transitioning to a higher level of income has on the capacity of partner countries to achieve the Sustainable Development Goals. The Facility (recently renamed in Spanish as Facilidad de Desarrollo en Transición para América Latina y el Caribe - DeTALC) was created in 2017 as part of a joint effort between the EU, the Organisation for Economic Co-operation and Development (OECD), and the Economic Commission for Latin American and the Caribbean (ECLAC). The EU is a leading donor to LAC and is committed to maintaining its support to the region with DeTALC throughout the 2021-2027 EU long-term budget period.


EUROCLIMA+ 

EUROCLIMA+ is the EU flagship cooperation programme on environmental sustainability and climate change with the Latin American region. Its objective is to reduce the impact of climate change and its effects in Latin America by fostering climate mitigation, adaptation, resilience and investment.


EUROFRONT 

The EUROFRONT project will improve security, protect human rights and promote social and economic development at both the national and regional level in Latin America through increased efficiency in the management of four border crossings and by supporting the fight against human trafficking and migrant smuggling.


EUROsociAL+ 

It is a programme for cooperation between the European Union and Latin America that contributes to reducing inequality, improving levels of social cohesion and strengthening the institutions of 19 Latin American countries. It provides support for the process of designing, reforming and implementing public policy, focusing its action on the areas of gender equality, democratic governance and social policy.


LAIF and CIF 

The Latin America Investment Facility (LAIF) and the Caribbean Investment Facility (CIF) are one of the European Union’s regional blending facilities, aiming to mobilize funding for sustainable development projects by combining EU grants with financial resources from European and regional financial institutions, governments and the private sector.


SOCIEUX+

We are a technical cooperation facility which supports the creation of inclusive social protection systems and employment policies. Our goal is to foster peer-to-peer relationship among EU Member States and countries for the design and creation of fair social & employment systems.


TAIEX-INTPA

TAIEX INTPA is the use of the technical assistance and information exchange instrument (TAIEX) in partner countries and territories covered by Directorate-General for International Partnerships (INTPA). It mobilises European Union Member States’ public sector experts to provide short-term technical support in response to requests from public institutions in partner countries.

United Nations Office for South-South Cooperation (UNOSSC)

The United Nations Office for South-South Cooperation (UNOSSC) is a knowledge hub providing advisory and consulting services to all stakeholders on South-South and triangular cooperation. It enables developing countries to effectively face their development challenges and harness opportunities to address them.

The UNOSSC along with development partners has developed a global knowledge sharing and partnership-brokering platform – South-South Galaxy. Powered by artificial intelligence, the platform aims to respond systematically and effectively in supporting developing countries’ demand to connect, learn and collaborate with potential partners. It serves as a consolidated South-South solutions platform for Southern partners in the UN system and acts as a one-stop-shop for all partners to use. The platform compliments, rather than substitutes or duplicates existing national or regional institutional arrangements.

This database includes information on triangular co-operation projects that countries, international organisations, representatives of the private sector, civil society, philanthropy and sub-national actors shared with the OECD. The database is being progressively expanded as the actors involved in triangular co-operation report their activities to the OECD.

›› Development Centre

We help developing countries and emerging economies find innovative policy solutions to promote sustainable growth, reduce poverty and inequalities, and improve people’s lives. We facilitate a policy dialogue between governments, involving public, private and philanthropic actors. Countries from Africa, Asia and Latin America participate as full members in the Centre, where they interact on an equal footing with OECD members.

The GPI is a global initiative fostering the dynamic, innovative, and contemporary definition of triangular co-operation. The GPI was created in 2016 to provide a platform for the exchange of experiences, challenges, and tools to work more effectively in triangular co-operation.

Economic Commission for Latin America and the Caribbean (ECLAC)

ECLAC, which is headquartered in Santiago, Chile, is one of the five regional commissions of the United Nations. It was founded with the purpose of contributing to the economic development of Latin America, coordinating actions directed towards this end, and reinforcing economic ties among countries and with other nations of the world. The promotion of the region's social development was later included among its primary objectives.

Ibero-American General Secretariat (SEGIB)

An international support organisation for 22 countries that make up the Ibero-American community: the 19 Spanish- and Portuguese-speaking countries in Latin America and those of the Iberian Peninsula, Spain, Portugal and Andorra. We support the organisation of the Ibero-American Summit of Heads of State and Government, we implement its mandates and we drive Ibero-American Cooperation in the areas of education, social cohesion and culture.

›› Ibero-American Cooperation

Ibero-American Cooperation is the route to materialise into specific actions the agreements and political commitments undertaken by the Ibero-American Heads of State and Government at the Summits. This is a unique model of cooperation characterised by a multidimensional and multi-actor regional approach, and also by a flexible and horizontal design in which participation is voluntary and countries take part in agreements according to their national priorities within the framework of the 2030 Agenda for Sustainable Development. Furthermore, it is a model based on solidarity, which strengthens the community composed of 22 countries and contributes through joint actions to the sustainable socio-economic development of the region.

Over the last decade the Ibero-American General Secretariat (SEGIB) has strived towards strengthening and highlighting the true value of south-south and triangular cooperation around three inter-connected axes: the systematization of information and knowledge generation; capacity building on sustainable development co-operation; and the international positioning of this modality of cooperation.

Triangular Cooperation

Ibero-American Programme for the Strengthening of South-South Cooperation (PIFCSS)

The Ibero-American Programme for the Strengthening of South-South Cooperation (PIFCSS) is an intergovernmental initiative aimed at strengthening South-South Cooperation (SSC) and Triangular Cooperation (CT) in Ibero-America, promoting its values and principles, in line with the fulfilment of the Sustainable Development Goals. It represents a horizontal cooperation model that joins together countries with different histories and backgrounds, which share their experiences on an equal footing and participate according to their respective capacities in the pursuit of consensus.

OTHER OF INTEREST

The European Union – Latin America and Caribbean Foundation (EU-LAC)

The EU-LAC Foundation was created in 2010 by the Heads of State and Government of the European Union (EU) and the Community of Latin American and Caribbean States (CELAC) member states. The Foundation is a tool of the EU-LAC partnership and its activities feed into the intergovernmental dialogue, in line with the bi-regional Action Plan. The Foundation was entrusted with the mission of strengthening and promoting the strategic bi-regional relationship, enhancing its visibility and fostering active participation of the respective civil societies.

Fundación Euroamerica

Fundación Euroamérica is a diverse, independent, non-profit organisation whose main objective is to boost cooperation and understanding between European and Latin American institutions, companies and public figures, in order to promote relations between Europe and America, especially in the private sector.

Fundación Carolina

The Carolina Foundation (Fundación Carolina, in Spanish) was created by agreement of the Council of Ministers on 22 September 2000, with the aim of promoting cultural relations and cooperation in educational and scientific matters between Spain and the countries of the Ibero-American Community of Nations and others with special historical, cultural and geographical relations.

Italian-Latin American Organisation (IILA)

The Italian-Latin American Organisation is an intergovernmental organisation based in Rome. It was established in 1966 as the Italian-Latin American Institute by the Minister of Foreign Affairs, Amintore Fanfani, who conceived IILA as a tool to promote and strengthen relations between Italy (Europe) and Latin America. The Member States that form part of this Organisation are Italy and the 20 Latin American countries (Argentina, the Plurinational State of Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Uruguay and the Bolivarian Republic of Venezuela).
