Study on the contribution of ADELANTE 2 to the consolidation of Triangular Cooperation

Led by the Global Partnership for Effective Triangular Cooperation (GPI), the 'GPI Spotlight series' features short informative studies that analyse the contribution of different actors to the strengthening of Triangular Cooperation, taking as a reference the outcome document of the Second UN High-Level Conference on South-South Cooperation / Buenos Aires Plan of Action (BAPA+40).

The GPI, which ADELANTE 2 joined in January 2022, is based on the principle that the BAPA+40 outcome document was a milestone for Triangular Cooperation as a modality. The document makes 53 recommendations on how to strengthen this modality, which can be classified into four categories: a) the system, b) the working methods and cross-cutting approaches, c) partnerships and d) a sectoral approach.

Following the detailed analysis of ADELANTE 2, these aspects have been highlighted as its main contributions to the implementation of BAPA+40 and to the consolidation of Triangular Cooperation:

  • ADELANTE 2 established innovative mechanisms to finance TrC: the ADELANTE Window and the Triangular Co-operation Funds. These mechanisms contribute to the systemic dimension.
  • Through its engagement in international debates and strong collaboration with regional and multilateral organisations that belong to the TrC ecosystem (such as SEGIB and the Ibero-American Program for the Strengthening of South-South Cooperation, OECD and GPI, and the United Nations Office for South-South Co-operation), ADELANTE 2 contributes to data systematisation and promotes policy dialogue, knowledge exchange, and sharing of good practices.
  • It leans on an inclusive, horizontal, and flexible approach and focuses on the 2030 Agenda and the national priorities of beneficiary countries, contributing to the working methods and cross-cutting issues dimension. Its transparent and pedagogical communication is an added value in this area.
  • It encourages engagement with a wide range of actors from all areas (national co-operation agencies, public entities -national and sub-national level-, private entities, unions, social entities, universities, academic or research institutions and think tanks, multilateral, international and regional organisations and international financial institutions, among others), contributing to the partnership dimension.

In addition to being a useful exercise in itself to help identify and share how its members are making use of Triangular Cooperation, the GPI hopes that this and the other studies in this collection will serve to support all stakeholders in the increasing use of Triangular Cooperation as an effective modality for fulfilling the 2030 Agenda.
